Chief of Party, SEEK
Tom Ross is an experienced international development manager and trainer with over 15 years of experience. Tom has been at TRG since July 2018 serving as the Chief of Party on the USAID funded Sharing Environment and Energy Knowledge (SEEK) Project. Previous to TRG, Tom served as Acting Director and Chief of Operations for Peace Corps Response (PCR), Peace Corps’ short-term technical program. During his leadership of PCR, the program sent the highest number of volunteers to the field in its history accounting for 10% of all volunteers serving. Before returning to the U.S. to work with Peace Corps Response, Tom worked eight years overseas with Peace Corps and other international development organizations. Most recently, he was the Director of Programming and Training (DPT) for Peace Corps Ukraine, where he managed a Programming and Training team of over 25 staff supporting over 400 Volunteers working on three projects. Tom was Deputy Chief of Party and Acting Chief of Party on municipal reform and decentralization development projects with the Urban Institute in Tajikistan. Additionally, he was a project development consultant and housing construction volunteer in Guatemala for a year. From 2002 to 2005, Tom worked with World Learning on training and exchange programs in Washington DC, while getting an M.Sc. in Development Management from American University’s School of International Service. Tom was a Peace Corps Volunteer from 1997-2000 in Latvia. He grew up on a small family dairy farm in Maine and enjoys reading and woodworking.
